Situation Analyses on Access to HIV Services for Migrants in Azerbaijan (2026)
The situation analysis presents the state of access to HIV services for migrants in Azerbaijan at the beginning of 2026. Prepared by specialists and partners of the Regional Expert Group on Migration and Health for Eurasia, the report examine the experiences of nationals living abroad and foreign migrants residing in Azerbaijan. They identify the legal, administrative, financial, social, and stigma-related barriers that affect access to HIV testing, antiretroviral treatment, clinical monitoring, psychosocial support, and continuity of care across borders. The publication highlight country-specific challenges and promising practices, and provide practical recommendations for health authorities, civil-society organisations, and international partners to strengthen confidential, equitable, and migrant-sensitive HIV related services in Azerbaijan. The Study project aimed to gain an understanding of the legal and institutional barriers to receive HIV/TB care and treatment the citizens of Azerbaijan face when they return home from migration. Also, along with the legal and institutional barriers, understanding of the socio-cultural barriers to receive HIV/TB care and treatment the citizens of the foreign countries when they come to Azerbaijan as a migrant.
